finally, basic testing took some time, I updated OSGConfig.h so that
the scl_secure and iter_debug settings are checked independently.
Further I removed the checks in case the OSG_DISABLE_... options are not
set. In the case the options are not set the system relies either on the
Microsoft defaults (which should be consistent) or that the users
setup the build consistently.

Currently I tried all combination on Win7 32Bit VS2010. I'll try
the 64Bit version next followed by VS2008
