hmm I'm a little at a loss, I made one small change so that the
OPENEXR_USE_DLL option is always created (as long as OpenEXR is
found). For all my tests (Windows/Linux) changing the option to on
results in the OPENEXR_DLL define to be present on the commandline,
when compiling the ImageFileIO lib. Where does your build fail ? 
If it somewhere else than the ImageFileIO lib I have to rethink where
to add the define.
