Even thought it might not be applied, I decided to make an update to the patch. I moved the "Imported image length" option from the General tab to the Timings tab as well.

This patch adds a tab called "Timings". On the tab there is currently one optin which is the transition length (float). The patch is not complete yet as it is not translated. The added strings are translatable but I wanted to update the catalogue file (Openshot.pot) but somehow that ended everytime in an error. Please find attached the patch.
