I think there are two issues here. Firstly, the bad artifact is visible from within the preview in the Nautilus File Manager, so either there is something there in the svg file, or whatever SVG rendering engine that is used by the Gnome subsystem is processing it incorrectly. The preview window in the title viewer is a standard GTK image window which I would assume uses the same rendering engine. See attached screenshot for how your file appears in the file manager. So I don't think we can do anything to fix that.
Secondly, the titles system in OpenShot cannot handle an SVG that has an embedded image.
