I did some more troubleshooting and determined that the issue was that the process was running out of memory. I switched to a 64-bit system and I was able to successfully export the video. I will leave it to the project leads to decide if this is a bug or not.

When I attempt to export the project as a video file (MP4 with h.264 (I always forget the proper number)) OpenShot works for a while, seems to get about 20% through and then hangs. When I examine the process in the System Monitor, the Status is 'Sleeping' and the Waiting Channel is 'futex_wait_queue_me'.
