This feature has been done in the 2.0 and not only for the speed but for
all because keyframes has been implented. A new screen dialog too called
proprieties Advanced (at low left in the mainwindow to be more precise).

Video speed reverts to entire clip

Bug description:
When taking a section of a video, getting a clip from it, and trying
to adjust the speed of JUST THAT CLIP, it replaces that clip with the
entire video at the speed you just specified. As far as I can tell,
there is not a way to actually adjust the speed of a single clip
without first rendering it as its own complete video
