I experience a similar error (the same?) with videos created by OpenShot 1.1.3 on ubuntu 9.10 2.6.31-22-generic #63-Ubuntu SMP on a 64bit machine.
The "flashes" are sometimes almost a second long though the two tracks overlap and are connected with a "fractal 4" effect (appears also with other effects). I have a different behaviour than described in the original bug report: I see white frames also in videos played by VLC and totem. I am inserting AVCHD material into the tracks without previous conversion. This makes scrolling in the preview difficult anyhow (grey shading effects when scrolling manually), but also the export is effected. I tried different resolutions - this does not influence the bug. As video codec, I am using mp4, libx264.
