I used a procedure similar to this to create the Mt St Helens volcano
regions on ScienceSim (with a few more similar regions hopefully
coming soon). The hard part is to get the scale to work right after
the fact. If you simply scale by some proportion (eg go for an
accurate 1:100 scale) things often don't look so good in opensim
(either you end up with mountains that are far too high or you end up
with very little to distinguish the terrain... depending on the scale
factor you use).

I personally take the heightmap into l3dt and spend a bunch of time
working on the scaling to make a sim that is functional for a virtual
world.
