Could we have an OpenSim.Defaults.ini that acts as a non-hardcoded fallback - 
that is under source control and can effortlessly be updated with new 
flags/defaults?

 

If so, the OpenSim.ini would only ever have to include installation-specific 
overrides, and thus, would have to change very seldom.
