I know the original comment was somewhat tongue in cheek, but I would +1 
Dahlia's sentiment.  Arguably breaking changes 
sometimes need to happen but purely from a practical point of view, a build 
with significantly broken core functionality 
over a period longer than a few days will hold up the other 20 core developers 
from getting on with things (though one 
could argue that holding up progress for a week to produce a release would have 
much the same effect).

Also, I would say that large scale breakage lasting longer than a day or so 
also significantly decreases the benefit of 
continuous integration.
