persisting them doesn't really hurt. and in some cases makes things much better even when the client can regenerate them. the current 1.23 viewers use six packets to set visual params, setting a batch in each packet (i should say that i see six packets for all of the avatar i have tested). the existing opensim implementation sends out the updated appearance every time one of those packets arrives. that implementation can be fixed, but right now the "cost" of recomputing visual params every time is pretty high.
