I put the information on Mantis along with 3 screenshots at

SL-Viewer-2-Map-Level-1: OpenSim tiles appear with correct region
name legend, but all offline tiles show as LL regions.
SL-Viewer-2-Map-Level-2: OpenSim map tiles still appear smaller
without legend as expected, and as Level 1 all offline tiles show as
LL regions.
SL-Viewer-2-Map-Level-3: LL regions now appear for ALL tiles
including the OpenSim online ones.
