Hi Neal, http://forge.opensimulator.org/gf/ is provided for distribution of modules and other software that might not me included in core for BSD license compatibility or other reasons. You might also consider using github in addition to forge if you want to increase visibility.
Changes are also in progress which may relax contribution guidelines given the change of the LL client source from GPL to LGPL but unfortunately progress is somewhat slow.
