I still think allowing a region to override the Destination Guide URL is
wrong. By doing so, they are in effect saying "You can only see stuff
about my region(s) - screw the rest of the grid."

Another thing, if a grid wants to publish their destination guide, they
can add the url to grid info and it can be picked up by foreign grids
via ossl to enhance devices like star gates. Maybe it's worth placing a
commented entry in the grid info for uniformity?
