Has http://www.nuget.org/ been tried? I guess there may have been cross-platform concerns about it in the past, but with MS now committed to supporting .NET on Mac and Linux, http://docs.nuget.org/docs/creating-packages/creating-and-publishing-a-package would seem to be a natural choice for an open source .NET project.
