It isn't possible to set AgentLimit in a config file at the moment.
In principle it wouldn't be hard (in fact I banged out an untested patch at [1]). However, the problem then is that
this value would get re-asserted on each subsequent startup, even if changed elsewhere. I don't know if this is what
one would want.
Out of interest, are you looking for something like this as part of some
automated setup system?
