Mister Blue... fro consistency, I think that ought to be placed in bin/config-include not bin top level.
We are still at alpha stage (as JustinCC keeps reminding us :-) ) and this is the time to look at what makes most sense. I agree with you that the functions ought to be enabled by default... and the discussion should shift to WHICH functions and levels are on by default.
While discussions continue, would it be worth adding in the include line now commented out? Then we all have it in the same place and some of us can enable it for testing against our various differently manually set up OSSL environments and see what breaks to give feedback on the specific default set of permissions?
