The restrictions themselves are entirely server side. Enabling the checkbox 
could be done in a matter of minutes. I’ve not looked at the local chat code in 
OpenSim, but for the visibility restriction would be somewhat complicated under 
the current design.

It would be a useful feature to have. Would it be a lot of work to implement
