UPDATE
This issue only effects open-simulator on Windows, Linux has no issue
i guess ports/services getting blocked on windows witch make TP fail...
i have open simulator rule within Windows firewall, so that should be no
problem...
i copied configuration files from Linux to Windows, but didn't solve
this issue...

open-simulator shuts down. try to find a way to cancel region creation
and keep open-simulator running..
