A web server maintaining a database of IP addresses shouldn't be considered reliable as grids may choose to move simulators around to different machines, or may run them in containers on cloud services where IP addresses can be dynamic and unpredictable. Asking the grid services if an IP address belongs to a region on the grid might help for this particular issue but I'm not aware of any existing services which can do this.
I would not consider a patch such as this as something I'd want to rely on for commerce security as it's too easily spoofed by clever coders. From what I've seen, it only takes one clever coder to make the spoof and share it with others for it to become widespread. Personally I'm a fan of sending as little information as possible and only what's necessary to accomplish a goal.
