In your case the file was supposed to be in "some
folder\opensim\bin\assetcache\7822\0c11\-d82\78220c11-d829-4335-9fe6-c1454ab7e5ea.
But it was not there. It's safe to ignore if it does not repeat
often, or continuously.
It can be caused by ungracefully shutting down robust. Always "quit"
out.
The few times I have had errors in flotsam were due to virus scanners
locking files. I would add an exclusion to this folder, and
bin\ScriptEngines and bin\j2kDecodeCache.
