yes, that is set to 9000. On a whim (or perhaps from memory from how my opensim is configured on a home Windows machine), I changed in the Regions.ini file:
Internal Address from 127.0.0.1 to 0.0.0.0 (which used to be the default as I recall when building a vanilla opensim region through the interactive steps the first time opensim.exe is executed). Now, I can log in.
