The welcome page can point to any web page on the Internet, local or remote, could even be an image. The splash screen is just a web browser displaying whatever you tell it to display in that welcome section in the grid info (or using the -loginpage switch on a startup shortcut). Hence if you want to have lolcatz as your splash screen go right ahead - however if you are talking about displaying a specific web page with dynamic content then you will need to have some web server somewhere hosting it.
