Well to brainstorm this: (1) are you using Diva's "megaregions"? THey do have a known problem with adding a region in any but the "home" region. I believe ther si a workaround that Diva has published.
(2)Why not try a totally NEW setup with similar regions and then save/restore everything from OAR files.
