These issues are explained in several places, here's one:

Here's an update:
We found a bit of a workaround, but it's not ideal. It's a way to get
us all in at once so we can work together until we get a permanent fix.
Here's what we do:
1. on server hosts file he added the server local address with the FQDN
2. logging in, then removing the entry in server hosts file again so
the external computers can get in
3. and this is when the internal client is on another pc (not on the
same computer that is running opensim)
If he tries just changing the hosts file on the internal client it
doesn't make any difference, he can't get in unless he puts an entry
into the hosts file on the server. So it's a routing/addressing
problem somewhere.
Ideally we think diva needs to have a a way to differentiate between
LAN and WAN users, and have two different addresses for people -
inside and outside the network. Maybe we're missing something...

Really appreciative of everyone trying to help - John, we
followed your suggestion, and we also followed Diva's:
He tried without an entry in the hosts file:
Using the FQDN for -loginuri and the client can't even
find the server.
He needs to add that entry in the hosts file, obviously,
otherwise the name likely won't be resolved.
then he would be using -loginuri
http://our-grid.dyndns-server.com:9000 and including an entry in
the hosts file that says:
If he uses the local IP address (192.168.0.9) for
-loginuri (again, without an entry in the hosts file),
then it does find the server, but he hangs at the handshake.
That won't work. He needs to use the FQDN.
OK. Now we're doing a review session on FQDN. He used the
http://our-grid.dyndns-server.com address as FQDN, which he
acquired for the public IP address of his router. He's asking me
to verify here that he did it correctly.
