Still having fun with this issue! After trying fresh downloads & installs of both SoaS & PHPMyAdmin, the same result is achieved. That is, PHPMyAdmin won't run, even when trying to start it manually. Going through a side-by-side comparisons between the old (working) version and the new install, all the relevant files are identical.
The Mowes website (mowes.chsoftware.net) has been down pretty much all week, the forum (forum.mowesportable.net) has apparently broken and is still not accepting new posts (returns error when clicking submit). This worked beautifully the first time, now it doesn't.
