Sounds to me like you're missing libgdiplus. I've not used Mint myself much, but since it uses many of the same packages as Ubuntu, you should be able to issue the following command to be sure that all the Mono dependencies that OpenSim needs to run is installed:

sudo apt-get install mono-complete

That will install almost every Mono package available, and the kitchen sink, for Mono. It's overkill, actually, but much easier than trying to hunt down individual packages.
