opensim? Are they documented somewhere?
The max_packet_size is a mysql issue. You can relieve it by increasing that
size. See, for example, [1].
Unfortunately, opensim specific documentation for collada upload is sparse. However, this is going to be very similar
to the Linden Lab grid constraints, since most of the upload work is done by the viewer. I suggest that you search
along those lines. I believe that there are constraints on the types of COLLADA models that can be successfully uploaded.
