Depends on what you mean by deleting a sim. If you drop the database and recreate it fresh, you will have a clean sim.
If you are talking about deleting a region, that is another matter. From what I've read, the database may contain remnants of what was in that region. That might not be a problem for you though? If you are talking about regions, this page describes the delete-region command. http://chapter-and-metaverse2.blogspot.com/2008/11/deleting-region.html Best way to zap a region to its pristine state I've found is to load a blank oar.
