The real problem with producing such tools is it's difficult at best to do them in a cross-platform way. the opensim-console thing is less than satisfactory, whether wrapped in a webapp or not; it's mainly a useability concern, you'd need to try it out for yourself to see why it irks. Also, configuring the damn thing is painfull, documentation sparse, and support practically non-existent in any practical sense.
