Listeners are limited by configurable settings in [LL-Functions]. These are now documented at [1], though the best
thing is to look in OpenSimDefaults.ini and override as appropriate in OpenSim.ini.
I would suggest simply adding a couple of zeroes to these numbers if you are the only person using the region or you can
trust all users not to abuse listeners.
