The only thing you do in the bin directory is add the paypal template html
file in the bin folder and add the information contained in README.txt into
your OpenSim.ini file.  Be sure to add the paypal.ini file to your
config-includes folder also.

The only thing confusing about snoopy's readme file that I can see, is
whether it allows users to exchange currency inworld without going through
paypal directly each time.

i have no problem with it, i'm using git master on Debian. i compiled
mod.paypal today...
there were some bugs with Mono.Addins on Linux but these have been fixed...

try to get the latest git repository from mod.paypal and opensim and
compile, 
if it doesn't work i can give you a copy...

So does mod-paypal/addon-modules go under OpenSim/Region/OptionalModules or
under addon-modules? I was able to compile it under addon-modules, but not
under OptionalModules. I guess I'm seeing conflicting instructions.
