It's still configured somewhere. If you type "config show Startup" on a running simulator you'll see the eventually
loaded value. If it's really true then you'll need to comb through the loaded ini files listed at the top of the log to
see where it is. Page [1] has a few more details on this stuff [1]

I see it is disabled (CombineContiguousRegions = false) by default in
OpenSimDefaults.ini, and I've also un-commented it in the OpenSim.ini
file. Yet I still have megaregions!
Is there something obvious (or non-obvious) I've missed?
