preambe: this is an opensim users list, not dev, so I am taking the liberty to discuss something about a viewer used to access opensim. Looks like am getting the same behavior even after turning off cam constraints. I now realize it happens not only for NPCs but for your own avatar too. Sit your avie down, then try to zoom on it. In my case, even in the latest Singularity viewer, the zoom cursor snaps to the center (to see this ..release left click, you will that the cursor has moved from the chosen target to the center of screen)
