I changed the "DefaultRegion, DefaultHGRegion, FallbackRegion" setting
in the Robust.HG.ini to a new region. When I re-started the Robust the
old region still loaded as "DefaultRegion, DefaultHGRegion,
FallbackRegion". I re-checked the Robust.HG.ini and it is set to the
new region.. Any ideas why it did not change?

Type the command `show regions` in your robust console to see all the
region info, including the region flags. The prior default region may
still have the DefaultRegion flag set. You may issue the set regionflags
command with a '-' preceding any flags that you wish to remove.
