Oh, that's a clever idea – that's the old Concierge service. It's a web 
service, so OpenSim calls an URL remotely with some data (namely, the avatar 
name of someone who just arrived). This is configured on OpenSim.ini. That 
said, the Concierge web service is little documented and a bit tricky to parse 
(it's been years since I last tried to hack into it!), but it might be a 
solution...
