It appears that the problem is not wifi (v. 0.8.2.1.13 on opensim v. 0.8.2.1), which correctly copies all wearables on the default avatar over to the new account IF it can find them: It seems that Singularity (v. 1.8.7) is messing appearances up, for some reason. As far as I could tell by toying with some custom wifi code (and if I am not seriously mistaken), when the appearance of a default wifi avatar is created with Singularity, wifi is unable to enumerate any wearables on that avatar when a new user account of the corresponding type is created afterwards, so it naturally copies nothing. If default avatar appearances are instead created with Alchemy (v. 4.0.0) all body parts and clothing seem to be properly copied over to new accounts.
Thanks all for the help (and apologies for the false alarm).
