That setting is not really wanted. It is not compatible with the LSL definition, which defines different numbers of items that can be queued per type. YEngine implements that specification correctly and changing it would break scripts brought from SL. Types are also handled differently so that, for instance, timer events are wiped on state change but messages are not. The more complex and more correct behaviour can't be simplified down to a single setting even if we would want it.
