It has tried to parse the message, and failed. In this case, the header looks OK - it's a SrvRqst with the "Overflow" flag set, with a very long (1335 characters) "Previous Responders" list (about 100 responders). The dump you've posted only has 1120 characters, so I can't see if the rest of the packet is OK.
