Error codes in SLP messages are positive numbers that are the absolute value of the SLP error codes defined in slp.h. Error 7 corresponds to slp.h: SLP_AUTHENTICATION_FAILED (-7). This means that the DA you're communicating with has slp authentication enabled and client attempting to contact the DA didn't properly sign the request to the DA, so the DA failed the request because it was unable to authenticate the caller.
