I don't think this is supposed to be possible with the current thinking on OpenSocial. You should only be able to get information about your FRIENDS. (Although one could argue that this might be extended later to get LIMITED information about other users, like Facebook does.)
Currently you'd have to fetch a user's friends and then search the array for the id, and fetch that information.
