OpenSocial is an API for creating apps that fit seamlessly into any social networking website. It isn't a framework for creating a social network. The easiest way to create a social network would probably be Ning (I don't work for them or use them beyond OS) as that lets you instantly create your own site for your own purpose. Cheers!
