My guess is that for right now, you won't be able to get a list of friend's friends unless you're using OWNER_FRIENDS. Google is still working on the access control for getting information about the friends of someone's user Id. According to the API, newFetchPeopleRequest is supposed to return the friends of the ids given as it's first parameter, but it seems to be implemented somewhat differently in practice (unless VIEWER_FRIENDS and OWNER_FRIENDS are just their respective owner's ids).
