Hi, No, there is no official downloadable editor. However, to test the gadget on Sandbox you would want your gadget xml file hosted, gadget editor is a good way of doing that. Also, any text editor can double as your offline gadget editor.
Please make a note, the older gadget editor (for older gadget spec) also had a preview functionality, this old preview feature does not work with the opensocial and gadget.* apis.
