Currently this isn't really that possible with the 0.7 version of OpenSocial, but 0.8 will have support for a RESTful API, which you can query from a PHP server. When that launches, there'll be tutorials available on code.google.com to show how to use this functionality in languages like PHP.
You may also want to check out a Google API called the Social Graph API (http://code.google.com/apis/socialgraph/).
