Hey Terry, There's a couple of things you can do:
First of all, make sure to list your container with all the details that are relevant to developers on wiki.opensocial.org. Next to that, you can go through http://directory.opensocial.org/gadgets/directory?synd=cad and for gadgets that you think would be successful on your platform, write an email to the gadget author explaining your platform (target audience, size, etc) and asking them if they are willing to publish their app to your platform. Also things like presenting (or even just mingling) at web developer meetups in your region, organizing a fun app development competition online, organizing a hack-a-thon (which can be as small as 'a few bottles of coke pizza's in my basement' upto 'a 500 man gathering in our international HQ') are great ways to entice new developers.
