Mashups created with the Google Mashup Editor cannot use the OpenSocial API at present.
OpenSocial applications can be hosted on any publicly-accessible web server. If you have server space, you can put your XML-based app specification there or use free hosting options such as GGE or Google Code Project Hosting, both linked below. Once you have a public URL, you can add it in orkut's sandbox.
