This works on my end -- my message is delivered via both channels when the message's recipient has both boxes checked. Are you positive that the recipient in your test had "Message" checked in the "Messages" row? The "messages" panel has several tabs; are you sure the recipient was inspecting the inbox? What happens when you send a message to yourself with both boxes checked?
