Hi, Let me chip in a bit here. First of all, its OpenSocial API against Orkut API. OpenSocial API allows a application developer like you to write application once and deploy it to various application containers like Orkut, Hi5, Myspace, etc with little or no change.
To answer your question about Video Sharing apis, no there are none. However, if you are talking about creating an application that allows video sharing between friends ( a simple example could be video chat), you can write your own backend services for the same and include them in the application. The way OpenSocial APIs would help you here is my providing you the information about a person's social network, now its up to your backend logic to use this effective to create a host of services around these.
