Hi JSON. My mistake -- you're absolutely right. No VIEWER information will be returned if the current user does not have the app installed, and this is by design.
Long story short, no, there is no way of getting around this limitation at the moment; I imagine that the original consensus was due to the fear that developers could store the IDs in order to track users; even though this is fairly anonymous, if the user were to install the application in the future, it would then be able to relate all of the previous data (stored prior to the installation) with the user.
